No, a license may be paid for by someone other than the actual user (for instance, an employee of the IT Department of an academic institute). However, the license should be registered to the actual user. All licenses that are purchased online are personal-use licenses. This means that only a single named user is eligible to use it. An exception to this rule are site licenses (which are not available for purchase via an online process and must be applied for via email and will be customized to the organization’s requirements).
